Job Summary

Lead the Department of Design and Construction's HR Operations as Associate Commissioner of HR and Staff Development. Provide executive leadership for human resources functions across a 1,150+ employee workforce, guiding workforce planning, talent management, civil service and HR policy, recruitment and retention, payroll/time management, and staff development. Oversee HR analytics, technology modernization, compliance with laws and city policies, and partnership with executive leadership to advance a modern, service-oriented HR operation that fosters inclusion, professional growth, and employee engagement.

Required Qualifications

  • A master’s degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or more areas described (budget administration, accounting, economic/financial administration, management/methods analysis, operations research, organizational research, program evaluation, personnel/public administration, recruitment, classification, labor relations, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management) or A bachelor’s degree with four years of satisfactory full-time professional experience in the areas described above (including the 18 months of executive/managerial/administrative/supervisory experience) or An associate degree or completion of 60 semester credits with six years of satisfactory full-time professional experience in the areas described above (including the 18 months of executive/managerial/administrative/supervisory experience) or A four-year high school diploma or equivalent with eight years of satisfactory full-time professional experience in the areas described above (including the 18 months of executive/managerial/administrative/supervisory experience) or A combination of education and/or experience equivalent to the above.
