Job Summary
Assistant Finance Officer oversees the school system's general accounting programs and the general ledger under general supervision. Responsibilities include supervising accounting staff, maintaining general accounts and the general ledger, preparing data for oversight reports and assisting outside auditors, and managing financial operations in the absence of the CFO. The role involves directing staff in accounting, school accounting, and accounts payable; ensuring compliance with fiscal laws and regulations; reviewing work, training and scheduling subordinates, and handling routine personnel matters. Key duties include sales tax reporting, 1099 reporting assistance, bank reconciliations, accounts receivable, and cash management procedures; preparing trial balances, monitoring balance sheets, performing year-end close activities, and coordinating with outside auditors. The position requires coordinating and updating financial procedures, analyzing allotments of state and federal funds, managing expenditures, and maintaining system security authorizations. The role also entails attending professional development activities to stay current with accounting and auditing trends, and maintaining effective working relationships within the school system.
Required Qualifications
- Minimum of three years of professional experience in a business-related field
- Bachelor's degree in accounting/finance/business administration with accounting coursework or related graduate degree
- CPA licensed in North Carolina (preferred or required depending on role)
- Continuing Professional Education (CPE) required for School Finance Officer Certification
- Knowledge of general ledger, accounts payable, payroll, bank reconciliations, tax reporting, and financial reporting to oversight agencies
- Ability to supervise staff, prepare and analyze financial reports, and coordinate with auditors
- Understanding of state and federal fiscal laws and accounting principles
- Experience with closing fiscal year and creating new fiscal year
- Strong communication and organizational skills
- Ability to manage financial operations without CFO and supervise program administrators
- Capacity to oversee cost controls and ensure compliance with school system policies and procedures
- Experience with budgeting, cash flow management, and grants/ fund accounting
- Knowledge of internal controls and financial procedures
- Willingness to attend seminars and stay current with industry trends
- Familiarity with 1099 reporting and compliance
- Experience with financial system security and permissions
- Education credentials must be kept current to maintain School Finance Officer status
