Job Summary
Lead and oversee pre-development for HPD’s Division of Building and Land Development Services, managing five interdisciplinary teams (Bureaus of New Construction Design Review and Preservation Design Review, Bureau of Engineering, Program Management Unit, Environmental Planning Unit) to ensure affordable housing projects meet HPD design guidelines, NYC Building Codes, zoning and accessibility requirements, and environmental reviews (CEQR/NEPA). Provide leadership, policy development, and operational oversight to advance project milestones, coordinate with NYC agencies and external partners, and deliver high-quality, cost-effective, sustainable housing production. Prepare management reports and dashboards, drive process improvements, and supervise staff. Requires strong knowledge of NYC affordable housing development policies and practices, design/construction codes, environmental and accessibility regulations, and proven leadership of diverse technical teams. Proficiency in MS Office; ability to work with agencies such as DOB, Fire Department, DEP; U.S. work authorization; and may require a NY driver license.
Required Qualifications
- Master’s Degree in public administration, business administration, engineering, architecture, or comparable field; or bachelor’s degree with five years’ satisfactory experience in administrative/managerial/supervisory roles related to duties; 18 months in administrative/managerial capacity preferred
