Job Summary

Executive-level leader to modernize NYC DOT parking operations including meters, ParkNYC app, and off-street facilities; oversee 300+ staff and $250M+ revenue; provide strategic direction, drive modernization of assets and systems, and advance data-driven, customer-centric curb management aligned with smart-city goals. Responsibilities include leading multi-layered coordination for public safety, revenue integrity, and enforcement collaboration with NYPD and DOF; manage operational excellence, asset modernization (smart meters, dynamic pricing, cloud platforms), data governance and analytics, ADA compliance and accessibility, interagency partnerships (DCAS, OMB) and external vendors, policy development, staffing and training, and ensuring risk management, cybersecurity, and PCI compliance. The role also entails policy/procedure development, scheduling night/weekend work, coordinating with agency initiatives, recruiting and retaining a diverse workforce, and performing high-level managerial duties as directed.

Required Qualifications

  • Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of: budget administration, accounting, economic or financial administration, or fiscal management; management or methods analysis, operations research, organizational research or program evaluation; personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; 18 months of this experience in executive/managerial/administrative/supervisory capacity
