Job Summary
Lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs, integrating requirements into planning documents, design criteria, and construction schedules. Supervise assigned safety personnel, conduct ES&H assessments and inspections of construction activities, and provide technical support to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, and Management functions. Prepare Safety and Health Management Plans, awareness training programs, and technical/regulatory reports while participating in emergency response planning and incident investigations. Advise customers, team members, and contractors on safety requirements during meetings and meetings to address issues affecting project schedules. This role supports the Port Arthur LNG project, a liquefied natural gas production and export facility development in Texas, where Bechtel serves as the #1 LNG EPC contractor.
Required Qualifications
- Bachelor's degree (or international equivalent) related to environmental, safety, health or science-related discipline
- 8 -10 years of relevant experience
- 12-14 years of relevant work experience
- Knowledge of national safety laws/regulations and regulatory agencies' regulatory requirements and responsibilities
- Knowledge of industry standards/current practices for ES&H
- Knowledge of best management practices for minimizing potential ES&H risks during project execution
- Knowledge of engineering and construction systems, methods, and work processes
- Experience in managing and/or providing technical oversight of ES&H subcontractors or consultants
- Experience in ES&H assessments/inspection during construction
- Knowledge of hazardous materials and physical risks and the mechanisms to mitigate them
- Ability to assist project and construction management in implementing and complying with project safety requirements
- Ability to address ES&H issues as they arise during project execution
- Ability to coordinate with and provide technical assistance to other project-assigned functional leads with regards to compliance with project-specific ES&H requirements
- Ability to advise of safety requirements that may affect project schedule
- Ability to provide technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with project safety requirements
- Ability to conduct ES&H assessments/inspections of project construction activities to monitor compliance with ES&H requirements including contractual commitments, laws and regulations, and the project's ES&H plan
- Ability to report observed opportunities for improvement through construction supervision and validate that appropriate action is taken to mitigate the identified opportunities for improvement
- Ability to lead and participate as required in incident investigations, preparing Initial Incident Notifications, conducting investigations, and completing Incident Investigation Reports meeting quality and timeframe expectations
