Job Summary
Conduct deed research, perform field inspections of new construction and renovations, and assist Tax Appraisers II and III throughout the appraisal process. Interpret public assessment procedures and laws for the public while maintaining records, files, and database entries for ownership, address, and value changes. Prepare reports, process billing corrections and refunds, and manage Board of Assessor applications and appeals. Requires a high school diploma, moderate appraisal experience, and valid Georgia driver's license. Must obtain Appraiser I or II certification within one year.
Required Qualifications
- High school diploma or GED
- Moderate experience in real or personal property appraisal
- Equivalent combination of education and experience
- Ability to obtain George Department of Revenue Appraiser I and/or II certification within one year or as time/schedule permits
- Favorable background history as determined by review of local, State and Federal records
- Valid driver's license in the State of Georgia with a favorable driving history (MVR)
- Ability to read and understand building construction plans and specifications
- Ability to read and understand Profit and Loss statements and other financial reporting documents
- Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values
- Ability to write clear and concise reports
- Ability to establish and maintain effective working relationships with associates and the general public
- Ability to perform deed research
- Ability to assist the public
- Ability to maintain records and files
- Ability to interpret and explain public assessment procedures, program requirements, and related laws and information to the public
- Ability to enter data into database for real and personal property including ownership and name changes, address changes, acreage changes, taxing district changes, etc.
- Ability to enter billing corrections, abatements, rebills, and refunds
- Ability to review data entry for accuracy
- Ability to catalog and index all real and personal property
- Ability to update property records and changes in values or owners
- Ability to schedule, handle applications and appeals, exempt property, homestead, motor vehicles, personal property, real property, and refund requests
- Ability to perform field inspections of new construction, renovations, additions, and demolitions to determine value
- Ability to speak or hear
