Job Summary
Lead and manage the development, implementation, maintenance, and support of multiple software applications supporting DINFOS operations. Oversee all phases of the Software Development Life Cycle (SDLC), including requirements gathering, design, development, testing, deployment, and sustainment. Collaborate with government stakeholders and end users to gather, analyze, and translate business and technical requirements into application solutions. Direct the development of prototypes, user interfaces, use cases, workflows, and screen layouts to support application modernization and enhancement efforts. Manage application development teams and coordinate project schedules, priorities, resources, and deliverables. Resolve resource conflicts and adjust priorities to ensure successful project execution and operational support. Evaluate emerging technologies and recommend innovative solutions to improve application performance, functionality, and user experience. Ensure application security, availability, reliability, and compliance with applicable cybersecurity requirements and best practices. Oversee application infrastructure, database integration, and system interoperability efforts. Develop and maintain technical documentation, project plans, status reports, and application support procedures. Coordinate with infrastructure, network, cybersecurity, and service desk teams to support enterprise application operations.
Required Qualifications
- Bachelor’s degree in Software Engineering, Computer Science, Information Systems, or a related technical discipline
- Minimum of five (5) years of experience in software development and technical team management
- Demonstrated experience managing application development projects through the full SDLC
- Experience gathering, analyzing, and translating user requirements into technical solutions
- Strong knowledge of application security, application availability, and application infrastructure
- Experience with web application development, relational databases, data modeling, and software architecture
- Proficiency with programming languages and frameworks such as .NET and C++
- Knowledge of cybersecurity principles, secure coding practices, and data encryption methodologies
- Strong project management, organizational, and leadership skills
- Excellent written and verbal communication skills
