APM-E Systems Engineer

Job Summary

Serve as primary technical engineering support to the Assistant Program Manager, providing expert decision support and preparing technical assessments for delegated authority. Lead systems and network engineering integration for modernization across afloat and enterprise architectures, managing Engineering Change Requests and coordinating with external Program Management Offices. Represent engineering interests at Integrated Product Team meetings, develop system architectures, and lead technical review events including SETRs and RIO adjudications. Manage tactical network platforms and WAN boundaries, assess risks throughout the program lifecycle, and integrate fleet operational feedback into software releases. Maintain system configuration documentation and interface diagrams while ensuring alignment with NAVWAR and Cybersecurity standards.

Required Qualifications

  • U.S. Citizenship
  • Possession of and the ability to maintain a Department of Defense (DoD) Secret Level Security Clearance
  • Six (6) years experience supporting the engineering of Information Technology systems for a DoW or Government Agency
  • Minimum of three (3) years experience supporting the engineering of Department of War/Department of Defense Tactical Networks
  • Ability to provide expert level knowledge in systems engineering and information technology
  • Ability to develop solutions across software and hardware to solve problems and implement enhancements
  • Ability to investigate and resolve issues that span multiple applications/technologies and require involvement from technical personnel across multiple organizations
  • Ability to develop and/or revise system designs and architectures to improve efficiency, stability, effectiveness, supportability, and sustainability, including alignment with NAVWAR Technical Authority, Zero Trust, RMF, and CYBERSAFE requirements
  • Strong analytical and problem-solving skills, with the ability to work effectively in a fast paced, dynamic environment
  • Strong understanding of Cisco/Juniper routing and switching, firewall configurations, IP addressing, virtualization (VMware ESXi, vSAN), and software defined networking concepts used within Navy tactical enclaves
  • Working knowledge of Model Based Systems Engineering (MBSE) methodologies (e.g., SysML/Cameo) and familiarity with NAVWAR technical review processes and Navy certification pathways
  • Bachelor of Science degree from an accredited university in Engineering, Computer Science, Mathematics, or Physical Science
  • Minimum of six (6) years professional experience in systems engineering

Desired Qualifications

  • Experience working with NAVWAR, NIWC Pacific, and PEO C4I Program Offices
  • Experience with Navy specific initiatives and PMW 160 systems (e.g., Consolidated Afloat Network Enterprise Systems (CANES), Platform Application Services (PAS), Agile Core Services (ACS), Automated Digital Network System (ADNS))
  • Master's degree in an Engineering, Computer Science, or equivalent technical discipline
  • A TS/SCI Security Clearance
