Job Summary
Plan, organize, and supervise daily operations of the Animal Services Division, including enforcement of ordinances, shelter management, and public health protection. Direct and evaluate Animal Control Officers, shelter personnel, and volunteers while developing policies, budgets, and emergency response plans. Oversee investigations into animal cruelty, neglect, and wildlife conflicts, ensuring accurate reporting and court representation. Manage shelter intake, adoption, and veterinary services in compliance with state regulations, while coordinating community outreach and disaster evacuation efforts. Represent the City in municipal proceedings and maintain regulatory compliance across all operations.
Required Qualifications
- High School Diploma or GED
- Valid Texas Driver's License with a good driving record
- Texas Basic Animal Control Officer Certification
- TACA Advanced Animal Control Officer Certification
- TACA Administrative Animal Control Officer Certification
- Texas Certified Euthanasia Technician
- FEMA ICS-100
- FEMA ICS-200
- FEMA IS-700
- FEMA IS-800
- Five (5) years of progressively responsible experience in one or more of the following: Animal Control, Animal Shelter Operations, Code Enforcement, Law Enforcement, Veterinary Services
- Minimum of two (2) years of supervisory experience
- Ability to lead, mentor, and develop a high-performing team
- Ability to interpret and enforce City ordinances, state laws, and departmental policies
- Knowledge of animal behavior, humane handling techniques, shelter operations, disease prevention, and rabies control
- Ability to conduct investigations, prepare reports, collect evidence, and testify in court proceedings
- Ability to develop operational plans, policies, and budgets that support departmental goals
- Ability to build positive working relationships with employees, citizens, veterinarians, rescue organizations, and partner agencies
- Ability to communicate effectively and professionally in both routine and sensitive situations
- Ability to organize multiple priorities while maintaining attention to detail and regulatory compliance
- Ability to utilize Microsoft Office and animal shelter management software effectively
- Ability to exercise sound judgment and professionalism in a fast-paced public safety environment
- Ability to stand, walk, bending, climbing, lifting up to 50 pounds independently (and more with assistance)
- Ability to participate in an on-call rotation as needed
- Ability to work outdoors in varying weather conditions
- Ability to respond to animal-related emergencies
- Ability to handle animals safely and humanely
- Ability to operate City vehicles and equipment
- Ability to work around environmental hazards, infectious diseases, and potentially dangerous situations
Desired Qualifications
- Associate's Degree in Animal Science, Criminal Justice, Public Administration, Veterinary Technology, Business Administration, or a related field
