Job Summary
Senior AI Governance & Strategy Advisor to a federal health and human services agency client, focusing on requirements, strategy, and governance for AI modernization. Responsibilities include assessing the agency's AI posture, defining enterprise AI requirements, developing a phased implementation roadmap, producing strategy artifacts (capability assessments, roadmaps, decision briefs) for CIO/executive review, designing governance structures for AI lifecycle management (model review, red-flag detection, security review, accountability controls), establishing alignment with OMB AI policy guidance and the NIST AI RMF, identifying risks (bias, data quality, security, privacy) with mitigations, evaluating data infrastructure for AI-ready datasets, providing architectural guidance for AI-enabled digital platforms, and supporting product design for AI-enabled features such as chatbot tooling and life-decision planning tools, while serving as a bridge between technical staff and program/political leadership and coordinating with delivery contractors. Required Qualifications
- Demonstrated experience designing and implementing enterprise AI strategies within large, complex organizations — including federal agencies or comparably regulated environments
- Proven track record modernizing digital platforms to enable AI integration and deliver improved user outcomes
- Hands-on experience with AI tools and techniques including machine learning, natural language processing, and deep learning
- Strong working knowledge of AI governance frameworks: OMB AI policy guidance, the NIST AI RMF, and federal data governance standards
- Experience conducting AI capability assessments and producing executive-level strategy and requirements documentation
- Ability to engage effectively across technical and non-technical stakeholder communities, including senior leadership and program offices
- Eligibility to obtain and hold a Public Trust position
- Prior experience supporting HHS, ACF, or a comparable human services agency in an IT or AI advisory capacity
- Background with AI Center of Excellence models, including workshop facilitation, AI lab design, and government-industry partnerships
- Experience in AI risk management, including neural network governance, bias detection, and responsible AI principles
- Familiarity with AI applications for web-based digital services or citizen-facing platforms
- Knowledge of GSA MAS or similar government contract vehicles
