Affordable Housing Compliance Manager, Property Management

Job Summary
Manage the lease-up of the Millstone Township development by building applicant waitlists, processing applications, verifying eligibility, and completing initial tenant certifications. Ensure full adherence to LIHTC and New Jersey affordable housing program rules by monitoring tenant income certifications, rent allowances, and unit set-asides. Maintain meticulously organized tenant files and compliance records, then prepare and submit accurate reports to funders, investors, and regulatory agencies. Coordinate audits and inspections while developing standardized policies and procedures. After the lease-up phase, transition to portfolio-wide compliance support, providing guidance and training to the property management team.
Required Qualifications
- Bachelor's degree in Business Administration, Public Administration, Real Estate, or a related field preferred
- A minimum of 5 years of affordable housing compliance experience required
- Demonstrated experience with the Low-Income Housing Tax Credit (LIHTC) program required
- Experience with New Jersey affordable housing programs (NJ DCA, HMFA, HUD, and related funders) required
- Experience managing the lease-up of a new affordable housing development strongly preferred
- Experience with tenant certification, recertification, and income verification processes required
- Experience preparing for and managing compliance audits and inspections preferred
- Exceptionally organized and detail-oriented, with a proven ability to manage multiple deadlines, complex documentation, and competing priorities without error
- Industry compliance certifications such as Housing Credit Certified Professional (HCCP), Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or Specialist in Housing Credit Management (SHCM) strongly recommended; other relevant certifications preferred
- Thorough knowledge of LIHTC regulations and New Jersey affordable housing program requirements
- Ability to read and understand program regulations, regulatory agreements, and contract language
- Excellent computer and systems knowledge: Strong literacy in Microsoft Office Suite and Google Suite
- Knowledge of compliance and property management software (Yardi or RealPage is a plus)
- Strong written and verbal communication skills, with the ability to explain complex requirements clearly
- Ability to work on-site in Millstone Township, New Jersey during the lease-up phase
- Have lived experience with homelessness or housing insecurity, with insight into both the barriers and opportunities that come from these circumstances
- Demonstrate a passion for using personal experience to support others and advocate for meaningful change
- Offer a firsthand understanding of systemic challenges connected to poverty and economic insecurity
