Job Summary
Senior HR operations leader responsible for Employment Services, overseeing HR operational delivery across the full employee lifecycle in a large public-sector organisation. Drive a modern, digitally enabled HR operations function, lead the HR “digital front door” and tiered service model, and manage recruitment operations, employment lifecycle services, and statutory checks. Serve as the organisation’s Lead DBS Counter-Signatory, ensure safeguarding and compliance standards, own and develop HR systems (including Oracle HCM), and use workforce data to inform planning and performance. Manage contracts and suppliers, provide governance on employment legislation and safeguarding, lead a high-performing team, and contribute to organisation-wide transformation and digital modernisation.
Required Qualifications
- Chartered CIPD qualification (or equivalent experience)
- Senior leadership experience delivering and transforming HR operational or employment services
- Leading HR systems, workforce analytics and data insight functions
- Managing high-value contracts and procurement (ideally within the public sector)
- Overseeing recruitment and employment lifecycle operations, including governance and compliance
- Strong knowledge of employment legislation, safeguarding and DBS requirements
- Experience leading high-performing teams and contributing at senior leadership level
