Job Summary
Acquisition Project/Program Manager responsible for program oversight of the USCG EPMU CAS contract, serving as SCC's single point of contact with the COR, ensuring compliance with the PWS, and guiding acquisition lifecycle activities. Duties include establishing master program plans and integrated schedules, designating a capable alternate, supporting requirements definition through contract closeout, preparing and reviewing acquisition documentation (SOWs, IGCEs), developing status reports and dashboards, monitoring KPIs and risks, coordinating with senior Federal stakeholders and SCC partners, and ensuring staffing alignment during core business hours. Requires Federal acquisition expertise, FAC-P/PM or equivalent experience, strong Excel/project management tooling skills, and U.S. citizenship with DHS suitability. Positions are on-site or hybrid per contract requirements, with a preference for candidates holding advanced degrees and professional certifications such as CPCM.
Required Qualifications
- Bachelor's degree from an accredited college or university (required)
- Advanced degree in a relevant field (e.g., Business Administration, Public Administration, Program/Project Management, Acquisition, or related discipline) is preferred
- Minimum of ten (10) years of progressive experience providing program management support services directly aligned with the tasks described in the PWS
- Demonstrated expertise in the Federal acquisition process, including comprehensive knowledge of the acquisition lifecycle from inception of need through contract/program/project completion
- Strong understanding of Program/Project Management as it applies to the Federal Government (FAC-P/PM at any level) or leading major systems acquisitions within the Federal Government
- Proven ability to interpret/apply/create acquisition and program/project management procedures, rules, policies, regulations, and guidance documents
- High level of proficiency with Microsoft Excel and other database or project management tracking tools
- Ability to read, write, speak, and understand English fluently
- U.S. citizenship required
- Experience with DHS HSAR Clause 3052.215-70 (for substitutions) is mentioned in contract requirements
- Experience with staffing plans, transition plans, and program management work products as deliverables
- Experience coordinating with SCC subcontractors, teaming partners, and staff to align with program objectives and quality standards
