Job Summary
Draft pre-solicitation documents reflecting Government requirements while adhering to NSA policies and federal regulations. Develop acquisition strategy documents and assist in implementing strategies, advising on the interpretation and tailoring of DoD/NSA acquisition regulations. Analyze and develop improved policies, plans, methods, procedures, and systems of acquisition management to ensure affordable, supportable, and effective systems are delivered. Guide Major System Acquisition programs through the acquisition life cycle, including preparation for multiple Milestone Decisions. Requires TS/SCI clearance with Full Scope Polygraph, Bachelor's degree or DAWIA Level II, and three years of Major System Acquisition experience. Full-time in-person role at WillCOR in Ft. Meade, MD.
Required Qualifications
- TS/SCI clearance
- Full Scope polygraph
- Demonstrated combined experience in DoD acquisition management, DoD contracting, or DoD contract management
- Bachelor's Degree with a business or technical focus
- DAWIA Level II in any focus area
- Additional three years of directly related experience (substituting for degree)
- Total of eighteen years of experience (substituting for degree)
- Experience writing pre-solicitation documents in compliance with NSA/CSS Policy 8-2, including annexes, or another DoD Agency's similarly guiding acquisition policy
- Minimum of three years experience guiding Major System Acquisition programs through the acquisition life cycle including preparation for multiple Milestone Decisions (Milestone Decisions A, B, IOC and/or FOC)
