Job Summary
Accounts Payable and Payroll Supervisor role within the Southwest Florida Water Management District Finance Bureau. Leads AP and payroll operations, ensuring accurate, timely, and compliant processing of vendor payments and employee payroll under federal, state, and local regulations and district policies. Provides leadership, technical expertise, and quality control to support efficient financial operations; oversees AP vouchers, vendor file maintenance, 1099 reporting, payroll registers, year-end W-2 processing, and onboarding of staff. Responsible for internal controls, SOPs, process improvements, collaboration with HR/Budget, and supporting audits. Requires hybrid on-site and remote work in Florida, with occasional travel; strong knowledge of FLSA, IRS regulations, FRS, and governmental accounting standards; familiar with governmental systems and data extraction; emphasis on confidentiality and reporting accuracy. The role also entails month-end/year-end closing support, budget analysis, and development of financial data to support district operations.
Required Qualifications
- Bachelor's degree (or higher) in accounting, finance or related field
- Six (6) years related work experience (equivalent combination of education and experience is accepted)
- Two (2) years of supervisory experience
- Valid driver's license
- Masters degree (or higher) in accounting, finance or related field
- Eight (8) years related work experience (equivalent combination of education and experience is accepted)
- Four (4) years of supervisory experience
- Preferred: Experience in finance, accounting, budgeting or related disciplines in a governmental entity
- Experience with governmental accounting and governmental payroll systems
- Experience with extracting data from accounting and payroll systems
- Experience with both accounts payable and payroll processing
- Experience with reporting payroll information to the Florida Retirement System
- Comfortable with learning, navigating, and applying various software platforms and enterprise systems
