Job Summary
The Policy Executive/Strategic Planner will support NSWCPD as a contractor through Arlo Solutions, developing high-level cybersecurity policies and strategic plans, and producing technical documentation to support the DoD A&A process and RMF implementation. Responsibilities include creating policy guidance and strategic plans aligned with Navy, DoD, and Federal cybersecurity requirements; developing user manuals, reports, procedures, presentations, and summaries; providing consultation and portfolio management for systems/software compliance; delivering POA&Ms and tracking cybersecurity initiatives; maintaining policy content and coordinating with stakeholders; translating complex technical requirements into policy directives and delivering weekly project updates; and ensuring policy alignment with NAVSEA, DON, and DoD cybersecurity standards. The role requires effective communication with executives and collaboration with government project managers, ISSM/ISSO, and technical teams to implement policies. Minimum qualifications include US citizenship, active Secret clearance, a bachelor’s degree in a relevant STEM field, eight years of policy and cybersecurity documentation experience, familiarity with DoD RMF/A&A, and strong writing and policy-development skills.
Required Qualifications
- U.S. Citizen
- Active Secret security clearance
- Bachelor's degree in computer science, information technology, or an equivalent STEM degree from an accredited college or university
- Eight (8) years' experience with writing policies, technical documents, strategic plans, designs, cybersecurity operations and procedures, and presenting to executives
- Experience with DoD Information Assessment and Authorization (A&A) process and Risk Management Framework (RMF)
- Strong technical writing skills and ability to present complex information clearly
- Demonstrated experience developing cybersecurity policies and procedures
- Knowledge of Navy and DoD cybersecurity standards, regulations, and guidelines
