Job Summary
Lead implementation of MEAL frameworks and tools aligned with PROPEL program requirements to ensure robust monitoring, evaluation, and accountability systems. Establish feedback and complaint response mechanisms while ensuring accurate, timely data collection across all activities and maintaining database integrity. Monitor program indicators, track private sector behavior changes, and analyze outcomes for NEET populations to support evidence-based decision-making and adaptive management. Facilitate regular learning sessions, document lessons learned, and provide analytical support for strategic adjustments. Conduct field data verification, train partners on MEAL tools, and uphold safeguarding principles throughout participant engagement. Report directly to the Program Manager Market Systems for Employment with up to 90% travel to support field-level implementation in Kampala.
Required Qualifications
- Bachelor's degree in Statistics, Economics, Development Studies, or a related field
- Minimum of 3–5 years of experience in monitoring, evaluation, and learning within development programs
- Experience designing and implementing MEAL systems and tools
- Strong data analysis skills, including use of Excel or other data management tools
- Understanding of market systems development (MSD) and results measurement approaches
- Experience tracking youth employment or livelihoods outcomes, including NEET populations
- Strong attention to detail and ability to ensure data quality and accuracy
- Strong analytical and problem-solving skills
