Job Summary
Senior System Analyst III providing senior-level functional and technical support for the CAPPS HR/Py Payroll (HCM 9.2) system across statewide agencies; lead HR/PY module configuration, FMLA compliance, AWE workflow setup, batch job oversight, and system enhancements; support agencies through Tier 2 troubleshootings, incident management, fiscal year-end activities, DR exercises, upgrade testing, and audit preparation; collaborate with policy teams, analysts, vendors, and 100+ agencies to interpret Texas HR policies, resolve issues, and ensure system accuracy, security, accessibility (WCAG 2.1), and multitenancy compliance; prepare documentation, deliver training, maintain queries and reports, support lifecycle management (PUM, Fluid, Elasticsearch), and ensure all work aligns with CPA processes, ITIL practices, and statewide standards.
Required Qualifications
- 15+ years extensive knowledge of State of Texas policies
- 15+ years extensive knowledge of federal labor laws
- 15+ years advanced technical skillsets with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects
- 12+ years performing system configuration changes
- 12+ years overseeing batch jobs including Run My Jobs (RMJ)
- 12+ years applying NIST standards, security best practices, and multi‐tenancy requirements
- 10+ years supporting 30+ Texas state agencies
- 10+ years supporting CAPPS HR/Payroll in PeopleSoft HCM 9.2
- 10+ years functional project management for CPA’s CAPPS program
- 10+ years coordinating statewide Fiscal Year Process
- 10+ years Tier 2 Service Desk Support with Tier 3 vendor coordination
- 10+ years supporting Priority 1 & 2 incidents under MIM
- 10+ years participating in Disaster Recovery exercises
- 10+ years creating and managing strategic roadmaps
- 10+ years preparing executive‐level presentations
- 10+ years supporting audits and open records requests
- 10+ years interpreting contractual language and enforcing vendor compliance
- 10+ years experience with PUM, Fluid, Elastic Search
- 8+ years CPA SQL experience for CAPPS–SPRS synchronization
- 8+ years SME‐level FMLA configuration and coding
- 3+ years knowledge of ITIL, ITSM, and ITAM principles
- 10+ years experience supporting CPA’s legacy Statewide Financial Systems
